I have 3 10" different models and never had a problem. Suggest you talk to Acer directly. If unit never worked then seller is responsible.

If this does not resolve the issue please contact Acer support for further assistance. While holding the Volume Up button, press and hold the Power button for 3 seconds then release it. Continue holding the Volume Up button until your device turns on. On the Android system recovery screen, select Wipe data/factory reset.
