Unfortunately no, think of monitors like a mini TV. You need something to connect to whether it be cable or a console. So you don't exactly need a PC, you can have an Xbox or playstation and hook it right up. You can even use a normal laptop if you have one.

This is a display device only, so you will need a gaming console or PC/laptop to use.
