No, and this is a unneccessary situation. Windows power management does an excellent job at controlling battery levels. Charging to a certain percentage could be done with 3rd party apps but I'm certain it would show no improvement. I've uninstalled that feature from more machines than I can count. Use the battery until it no longer holds an acceptable charge. Then replace the battery with a new one. They last for many years this is a high quality liPo battery pack.
