You would need to pay a service provider, e.g., Verison, Cox, Dish, for internet. Simply having a physical coaxial connector (RG59) or phone jack (RJ11) doesn't give you the signal. I suggest someone in the dorm, or maybe the dorm management, buy the internet service that would include all necessary hardware. Someone could also pay for internet / WiFi and share the signal and cost (legally or otherwise).
