“Does this and the other device need to be on the same wireless network? I have read that other people have used this to stream from a phone or tablet to this device without a network. Does that only work if they are tethering from their device? I have an unlimited data plan and cannot tether or create a wireless hotspot.”

No, the connection is based on WiFi Direct created by the phone or tablet's own capability.
Sorry, there was a problem. Please try again later.They connect via 'WiDi' which does not use 'WiFi'. No wires were necessary between the 2 devices. It works from my tablet to the HDMI port without wires. WiDi stands for Wifi Direct between 2 devices.
