The device works using WiFi, but no, you do not connect to a local WiFi network for it to work. This provides the screen sharing capability that's built-in to a smart TV to a non smart TV using one of its HDMI ports. Once you connect to the device, whatever you see on your phone screen will show on the TV. If your phone will stream what you're wanting to see, then yes, that will show up on the TV. You can be connected to a local WiFi network and the ScreenBeam at the same time. The streaming can come from the local WiFi or from your phone carrier's network, your choice.
