“Can you actually change a photo, such as erase parts, drag colors in from photo, color in parts etc? Also will it work with Windows 7?”

It should be compatible with Win 7. You can remove and add things to photos,change backgrounds. Google Photoshop Elements and you should be able to see a review of the entire program. There is a lot that you can do with this software.
