• PSE 2020 allowed me to rotate in Rotate>Custom 1/100 of a degree (0.01).

• By using Image> Rotate>Custom, you can rotate an image in one degree increments. If you need more precise control of rotation, Filter>Correct Camera Distortion allows rotation in 0.01 degree increments.
