The water cooling more efficiently cools the CPU wether overclocked or not. MSI has software that can mimic overclocking, so this computer can run that software, while also ensuring this model can handle being upgraded in the future. The 450w PSU is enough for the GTX 1070 and would be up to a 1080 Ti as well.
