• Yes, you can check out ebooks from your library, and choose the "Kindle" option for downloading it.

• Yes, you can do that through Overdrive. Also you can go to your local library and they will tell you how to download Overdrive so that you can download the books on loan from the library.

• Only if your library is a member of the OverDrive network or other online library networks. Don't believe Amazon supplies this app on their servers...so you will need to load the 1 Market app to sideload the app from the Google Play Store.
