“I have two fire stick and one buffers slot the other doesn't. Why is that? I have hook the one the one that doesn't buffer to the other tv and that fire stick works great on both tvs”

Not sure what could be the problem exactly, but you may have to factory reset the device, restart your modem then try using again.
