• This is not 4G LTE, rather it is a 3G device. I believe Whispernet uses AT&T so that portion would seem to be correct.

• It would appear this is the same Kindle Voyage with Free 3G. Yes, all of the Kindle Voyages were available for pre-order on October 21st, but this one labeled "4G LTE AT&T" is the one that has free 3G vs. wifi only.
