Yes the hardware in a MAC is the same as a regular PC. The only difference in a MAC and a regular PC is the operating systems.

So a monitor is just a screen. It functions independently of software. If the device you want to connect to this has a VGA port or DVI port then you it will work. Now apple typically uses non-standard ports for their own financial gain. Most likely you will need to buy an adapter for whatever port apple decided to use for that model year to convert to DVI. Please use DVI, it is so much better than VGA. DVI looks different, but it is very similar HDMI just with no sound.
