• Yes, it does perform the job of a surge protector. That is one of the reasons I bought one.

• Yes. It acts a a surge protector and a power conditioner. Anything plugged into the battery side runs off the battery at a constant rate, (a steady stream of "clean", steady power) while being recharged from the wall so power stays uninterrupted. The other plugs that are not connected to the battery act as a standard surge protector. Sorry for being long winded but hope this helps. :)
