“Can you skip songs or put volume up or down with the AirPods. Is there a way to turn off charging device so you won’t drain its battery? Like say the AirPods was 85% and you wanted to save the battery for the charging device. But you wanted to store them”

You can't skip using the AirPods, nor can you control the volume. Just tap to start or stop the music, and tap the other to bring up Siri. (you can identify what you want each ear to do). Once you put the Airpods in the case, they start charging, no way around it.

Sorry, there was a problem. Please try again later.Functions are not operably from the AirPods, per se. The volume, fast forward, etc. is done through the phone. The AirPods are Siri capable. They also will auto pause when one is removed. When removed they power down. I get around 4-5 hours of playtime with the pods. When they rundown, if put back in their case, they'll charge for another 3 hours of playtime in 15 minutes.
