“I've lost one of my Airpods & Apple will provide one to me for a $69 fee plus shipping. Apple is telling me that authorized retailers, such as Best Buy, can sell a replacement. Is this the case? I originally purchased my Airpods at Best Buy.”

I’m not exactly sure. But I would recommend calling your local store before wasting a trip. Sounds like that would be possible for them to sell replacements also.
