These are linked to your apple account. If you are logged in your apple account on your iPad you can view them and set them up in FindMy under Items same as you would on an iPhone.

Not sure if you are asking if you can affix the tag on the iPad or if you are asking if you can use the app on the iPad. These are used in conjunction with the “Find My” app. You can download that on your iPad. If you want to affix the tag on the iPad, I would suggest putting the tag in your iPad case. Alternatively, you can get a stick on case for the AirTag and put it on the top.
