• I don’t believe so. That has privacy concerns that would not be allowed in most states.

• You can put it on, lost mode and nobody else could use it bc it’s associated with your Apple ID. Does a similar thing.

• No. I do not think so. It alerts nearby iPhone users that an air tag is there.

• I have no personal knowledge. My understanding is that if an AirTag is out of bluetooth range of your phone, it uses the Find My Network to locate it. This is an anonymous network of Apple devices using bluetooth to detect items and report the items location to the items' owners. The owners of those devices are unaware.
