Does this have ios 11 or ios 10.3.3? null

It comes with 10.3.3, but you can update inmediately to iOS 11.

Depends on when you purchase the product. When I purchased it in July it had iOS 10.3.3. However apple tends to update there software of devices the longer it is on the market. So I expect eventually all the iPads will ship with iOS 11.
