Best Buy doesn’t sell this phone unlocked. You can purchase it from them as a One-Time payment however it has to be attached to either a AT&T, Sprint, or Verizon account. (PrePaid or pay as you go accounts don’t qualify) If you don’t have one of those carriers then you cannot buy the phone from them at this moment. The only unlocked phone that they sell is the iPhone SE2.
