As of 18.11.2017 you cannot buy anywhere except online at retail price. BTW if you choose payment terms — Yes you should activate phone at the store: Verizon customer TOS ( Terms Of Service ) state you have Ninety ( 90 ) days to activate SIM ( not just WiFi ) or your full payment becomes due.
