Can I add and use a external dvd/cd burner null

This computer only has two usb c ports. I bought an adapted to add more and varies such as usb a, and I do not see any reason you could not as long as they were supported by the operating system

Does not come with a built-in CD/DVD drive. However, you can use an external DVD/CD burner with this MacBook Air by connecting it to one of the available USB ports.
