A tablet or iPad with a cellular connection can access the internet via a cellular connection if WiFi is not available.
Sorry, there was a problem. Please try again later.It's not a phone -- it uses cellular when you can't use WiFi to connect to the internet. So you would have an additional charge to your wireless bill if you opt for WiFi + Cellular AND choose to activate the cellular. Just because it has cellular ability does not mean you have to use it. If you have great WiFi access where you plan to use it, you don't need cellular. But having the ability gives you the option to add it later. You would need to go to your cellular company to turn it on. A phone number is assigned to your tablet but it's not like you can use it exactly like you use your phone. I have 2 iPads, the mini & an Air 2. The Air 2 has cellular with Verizon. I opted to not spend the extra money when I bought the mini (for a mini with cellular plus the extra charge on my Verizon wireless bill.) There are times when I regret not having cellular but mostly it is fine.
