Yes with a Apple TV you can use airplay to connect your iPad too your TV. Also you need a HDMI connection on your tv to work with Apple TV. You can also download the spectrum app and watch TV that way.

When you are inside the Spectrum TV app (either on the main page or currently have a show launched), there will be a little icon on the top right of your screen that looks like a little tv with an arrow on the top right corner. This is the casting button and will connect to both Apple TV boxes and smart TVs with Apple airplay on them to show the full show on the tv rather than your iPad. Hope this helps!
