Not only does the Apple TV not stream video out to the nearby surrounds (it only outputs sound/video out through the HDMI connection), the iPad doesn't have an app to receive such a stream to play it. The network cable and wireless connections are for the purpose of allowing Apple TV to receive such files, process them and output to TV and audio. You can watch a good bit of network television via various apps (such as the ABC Player, Hulu, Joost, PBS) on the iPad but it won't be real time. Select programs (weekly serials, specials, some daily shows) are available for a number of weeks after they have been broadcast in real time. Some of these charge for some of their programs but all the shows on ABC are free.
