Yes, some carriers are giving 3 months free, then they charge an extra $10 to your Carrier bill.

Yes... you have to get an extra data plan through your carrier if you want to use the LTE cellular version.

My cell provider is Verizon. Their watch policy currently (12-2017) is 3 months for free and then $10 a month after that. Friends told me that other providers charge $5 a month add a watch, but I didn't confirm that, as I wanted to stay with Verizon.
