• No, you have to buy a watch with a cell antenna. You can add it to a plan later but cannot buy a GPS only watch and get a cell plan later.

• No the GPS doesn’t have the hardware for that function. Instead, I have heard that the more ecpensive, cellular watch can still be used until a cell plan is added. I haven’t done that. Perhaps someone can verify that.
