• Yes, you can take notes and save files locally. The storage varies by model, but is typically 16GB or larger. You will likely want to save the file to the Google Drive once you have WiFi again, as the Chromebook will overwrite locally saved files if space is needed.

• Yes, you can use this without WiFi. It does have memory that you can save directly to the laptop. Also, I carry a USB stick as another source to save stuff too.
