If your graphics card has at least 1 DVI-D and 1 display port, then yes you can. HDMI won't carry a 144hz and only Display port and DVI-D can.

You might be able to daisy-chain another monitor using a display port cable or a DVI cable but I am not sure if that would work.

It looks as though you have 2 HDMI ports, 2 DVI ports and a Display port, I would connect to the Display port and the HDMI port next to it, for they are both on the graphics card and they both carry sound, DVI does not. The other HDMI port seems like it is on the mother board. Once you plug them in your computer should do the rest, then you just need to go into your setting and modify how you want them to display. If you plugged them in after you turned on your computed, recommend a restart. Then Right click on your desktop and go to personalize. it should auto detect, then just need to go through your options on how you want to personalize them.

If you have enough outputs, then the short answer is yes, both monitors can potentially run at 144Hz. The problem is your PC is only running a GTX 1070, which will have a hard time pushing 144 frames on a single monitor in a gaming setting.
