You don’t need an actual modem; just a device that will allow this router to connect to it’s Ethernet connection and be assigned an address by it, to gain access to the internet it provides. I have done it by connecting a wireless bridge to the router that was connected wirelessly to my iPad, which had an internet connection. It took some fancy setup, on the wireless bridge, but worked well. For a PC, if it’s setup to allow devices to connect to it through the Ethernet connection to gain access to the internet; then it should work.

It can not be connected directly to the internet because it does not have the ability to decode the signal from an internet service provider (ISP).

This device serves as a wireless access point for WLAN connected devices, and as a hard lined network switch to cable connected devices. It still requires another device to service the actual ISP to it. A laptop pulls the internet from this device, not bring it to it. Hopefully that made sense.
