Yes, you can. All you have to do is make sure the pc has been fully updated then you can access the free 8.1 update via the store app on the start menu.

Please try again later.Yes, once you purchase it an you have it back at your house (connected to wifi or Ethernet internet - it comes with a built-in wifi) you will need to do several system windows updates (very easily done - may take a little while) but after all that you can go to the store app (the green square app with the white shopping bag on it) an it should have a big purple square in the beginning of the store asking you if you want to upgrade to windows 8.1 (yes its free - and better in my opinion) after that you should be set.
