No. For that use case you really want something with an active stylus. Not sure their is software for this to do what you want, but they'd be signing with their finger. We are all getting used to that with finger terminals at every store we visit, but it isn't very professional.

You can download, view, and (to some extent) manipulate .pdf files, but signing them is easier on a full fledged Mac or Windows based computer. It's even easier on an iPad. Since you have access to the Google Android apps, you can do it though.
