Yes, she can use this laptop with a cellphone hotspot. It will work satisfactorily. The cellphone provides the "wifi network", and the laptop's wireless ability will allow her to get onto the Internet via her cellphone's wifi network. Hope she has happy surfing!

There are two important points though. It will potentially be slower, than home WiFi, though not always. AND it uses your cell data plan. These are often expensive, have limited data before throttling (slowing down), and some plans don't allow tethering (connecting a laptop to a cell phone). Make sure you understand what is possible and the features of your cell plan before assuming this is going to be a good solution. I actually wouldn't recommend a Chromebook if cell connectivity is going to be your primary internet interface.
