what is the difference between the v1 and v2 null

All 30 series Asus cards labeled V2 are Low Hash Rate. I can't find the information on any Asus documentation although it is noted clearly on other reputable 3rd party distributors and reviewers. I'm assuming ASUS is purposely being vague to increase market share and hopefully frustrate some uneducated miners and scalpers.
