No, it is not an IPS display. ASUS originally spec'd it as having one on their website and other sellers picked that up, but they ended up using an IPS display only on the 15.6" version of this laptop. The non-IPS screen is good, colors are quite saturated and appear balanced, but the viewing angles are definitely not as good as an IPS.

It is a fairly nice display (I own one), but apparently the 15.6" version is the only one that comes with an IPS. I don't believe ASUS or BestBuy will sell you this PC with anything other than Win 10, but specialty shops online offer to install earlier versions of the OS. You could certainly do it yourself.
