it is your power supply. the 500W power supply is not sufficient for this PC it bottlenecks and turns your fans off for a short time. i noticed this minutes after turning on my PC and just today replaced it with my older corsair 750W all my thermal issues and power issues are solved. give this a go and i bet you it fixes it.
