“So I've seen so many negative reviews on the cooling for this PC. Should I buy this, get a new case for it, and install a liquid cooling system and upgrade the ram? This PC seems to be hot garbage without modifications so should I or should I not mod it?”

The system is capable and upgrades are possible with this unit. Adding modifications is totally up to you. Just keep in mind if warranty services are needed you would need to install the original parts.
