Why can I only put it to 120 hz not 165? null

from my experience, go into nvidia control panel and change it there. when i first got a 75hz monitor it was set to 60hz and in nvidia control panel you just create a new resolution and set the hz to 165 (native res works fine as well with any stretch res)
