I agree it's a little misleading, but they aren't wrong - this monitor is capable of having a 280hz refresh rate, you just have to adjust settings to get there. But I think in terms of value, it's probably better than other 240hz monitors... the Benq ZOWIE XL2546K is almost $500, and not many other 240hz monitors are widely available at the $300 price range. So imo, definitely not a ripoff. If you really want value, the Acer Nitro XV252Q Fbmiiprx (or whatever the OEM is called) is really good too. Note that this is also advertised to be a 390hz monitor, but that's also on overclocked settings, and its usual default max is 360hz.
