• Yes, the preinstalled RAM can be removed and be upgraded to a 16GB.

• NO IT CAN'T. Sorry the ASUS guy got that one wrong. 4GB are soldered in so that 12 is 4x8. WHat you want to do it get a 16GB module and remove the 8GB one. That'll get you to 20 which is more than adequate. Try to match the new module as best you can to the 4GB soldered in. Samsung is pretty expensive though. Just do your best to get frequency and timings close.
