Unactivated price $199 just means you are not on a 2 year contract. There is an unlock process you have to go through even as a non AT&T customer: https://www.att.com/deviceunlock/request/#/unlockstep1 select no then answer the following questions and type the captcha then wait for the approval. Once you get the unlock code and the instructions, you can use it on T-Mobile or any GSM carrier.
Sorry, there was a problem. Please try again later.Unactivated, not unlocked. This means that you have to activate the device on an AT&T data plan to use it. However, it is still locked to AT&T. Unless you can find a way to "jailbreak" the device, you can only use it on the AT&T network. If you "jailbreak" the device, you do so at your own risk and void any and all warranties. If you turn the device into a "brick" attempting to jailbreak it, you're stuck with it.
