Short answer; no. I worked on a ship as the telecom officer. It all depends on the port you are at and what equipment is on the ship. Your device will connect to the strongest signal, so even if you are in a port where you can get a non roaming signal you are still on board and closer to the ships antenna (repeater) and then really you are gonna pay for the telecommunications fee on top of your wifi Hotspot plan... My advice is to just enjoy your time away from the interwebs while at sea, and then find a coffee shop with free wifi while in Port.
