The device notifies who ever has the app. The app owner can be the driver, a parent, a spouse, etc...

It reports location through cellphone towers according to the directions in the box, the driver doesn’t need to have the app on their phone as the device uses power from the car to connect itself to the device company’s network. Pros of the device is it logs every trip the vehicle takes and the route they take. Con is I’ve noticed you cannot live track the vehicle, so if the vehicle were to get towed (aka never started) you wouldn’t get an updated location until it is started again. But don’t worry, if the vehicle were to get stolen, they usually start the engine so you would be able to track that.
