• You have to be careful. There's the Launch Edition and the standard edition. Launch Edition comes with the steelbook. Standard edition is just in a regular case.

• Yes. I purchased both the Xbox One and PS4 versions and both come with the steelbooks. I'm not sure if this is was limited to the initial launch batch or not.
