• Yes they can, just push down the button on the side to have them connect

• If your iPad mini and your Chromebook have Bluetooth, they should be able to pair up very easily just about any Bluetooth headphone pairs up with Chromebook or iPad mini, iPad, iPad Air, or any other device that has Bluetooth in it
