“Will voltage sensor sense that my phone requires only 5v? I'm worried that plugging my new Samsung Avant into this thing will blow up my phone. The phone requires 5v and 2.0amps. Can I assume that this adapter will reduced voltage accordingly?”

Don't chance it; you may be sorry. Go online to the manufacturer of your product and buy what you need. I don't know what my S4 requires but it charged ever so slowly.
