PFAS, I don't know, but I'm pretty sure Teflon, yes, and it's a pretty thin layer/coating, easily scratched off through washing, so don't use anything too abrasive. But as the heating element is on top, it never contacts the basket directly(unlike using a pan on a stovetop), and I doubt the temperature of the basket ever exceeds 500 F. All I can say is, my mom LOVES it, and I really like it myself, despite my initial skepticism that it would be anything better/different from a convection oven. The best thing for me is that it cooks really fast, and things come out crispy; French fries, fish sticks, chicken nuggets, all have a nice crisp crust on the outside, and it cooks meat well, my mom makes boneless pork ribs and salmon in it. It also roasts vegetables nicely. I did it last night, sausage and chicken, with onions, mushrooms, bell peppers, and potatoes, it came out very good.
