Yes it does. That is what I use mine for and it works great.

Yes it does. I have one of those heated coats that uses a power bank to operate it. And so far it’s been working great during the fringed temperatures as of late. I plan to get another one for my dad since I got him a headed coat for Christmas. Hope this answers your question. Happy holidays!!!
