Because it is a powerful battery it should not be put in checked luggage of course. If a cell phone, or notebook computer, or battery charger like this one were to catch fire it could be extinguished in the cabin easily by flight attendants, of course, but it is not safe to be in checked luggage, as we all know for many years, of course! So yes, it is safe to take with your carry on luggage, but not checked luggage.
