The short answer is yes, yes yes.  They charge $169 to come to your house regardless of your membership.

As long as you have an antenna, you can watch local channels. Without an antenna, you will not be able to watch live local channels. If you are wanting us to configure and mount 4 TVs, that will be a charge of $249.99 for the first TV and $229.99 for each additional TV.
